Project Overview

The refinery had a network of underground piping in their production tank farm that was due for replacement. Five (5) different, but intertwined, piping systems were decommissioned and reconstructed largely above grade. This provided much better access to the piping for future inspections and API 570 compliance. It also created an opportunity to reconfigure the piping connections, leading to more flexible usage of the tankage.

Scope of Work

Underground piping was replicated above grade for five different products:

  • Straight-run diesel
  • Middle distillate unifinate
  • Heavy naphtha
  • Platformate
  • Cat gasoline


Rally completed a front-end engineering design study to optimize the layout and tank connections for the new above-grade piping networks. Rally then provided detailed engineering services to safely abandon-in-place the existing underground lines and construct new above-grade infrastructure without disrupting ongoing plant operations.

Deliverables

Construction work packages (CWPs) were delivered for piping, earthworks, concrete / piling, grouting, structural steel, and electrical work.

Tank tie-in packages with 3D model snapshots were also supplied to the plant owner. These helped the Client and contractor to make tie-ins at each tank whenever brief plant outages arose, minimizing the impact of tie-ins on regular operations.
